The rise of Big Data changes the context in which organisations producing official statistics operate. Big Data provides opportunities, but in order to make optimal use of Big Data, a number of challenges have to be addressed. This stimulates increased collaboration between National Statistical Institutes, Big Data holders, businesses and universities. In time, this may lead to a shift in the role of statistical institutes in the provision of high-quality and impartial statistical information to society. In this paper, the changes (...) in context, the opportunities, the challenges and the way to collaborate are addressed. The collaboration between the various stakeholders will involve each partner building on and contributing different strengths. For national statistical offices, traditional strengths include, on the one hand, the ability to collect data and combine data sources with statistical products and, on the other hand, their focus on quality, transparency and sound methodology. In the Big Data era of competing and multiplying data sources, they continue to have a unique knowledge of official statistical production methods. And their impartiality and respect for privacy as enshrined in law uniquely position them as a trusted third party. Based on this, they may advise on the quality and validity of information of various sources. By thus positioning themselves, they will be able to play their role as key information providers in a changing society. (shrink)

Epidemiological studies have shown that environmental green space contributes to the reduction of psychosis incidence in the population. Clarifying the psychological and neuro-functional mechanisms underlying the risk-decreasing effects of green surroundings could help optimize preventive environmental interventions. This perspective article specifically aims to open a new window on the link between environmental green space and psychosis by considering its core psychopathological features. Psychotic disorders, such as schizophrenia, are essentially characterized by self-disturbances. The psychological structure of the self has been described (...) as a multidimensional phenomenon that emerges from the reciprocal interaction with the environment through intrinsic and extrinsic self-processes. The intrinsic self refers to the experience of mental activity and environmental information as inherently related to one’s own person, which involves self-referential processing, self-reflection, memory, interoception, and emotional evaluation. The extrinsic self refers to sensorimotor interactions with the environment and the sense of agency, that is, the experience of being the source of one’s own actions and the multisensory consequences thereof. In psychosis, anomalous self-processing has been related to a functional fragmentation of intrinsic and extrinsic self-processes and related brain networks. Moreover, evidence from cognitive neuroscience suggests that green space could have beneficial effects on self-related processing. Based on the literature, it could be hypothesized that self-processing is involved in mediating the beneficial effects of green space for psychosis. Considering the multidimensionality of the self, it is proposed that urban green space design aimed at improving mental health ideally impacts the complexity of self-facets and thus restores the individual’s self. In fragment B 18 (DK) Xenophanes asserts that ‘Not from the outset did the gods reveal all things to mortals’ but that ‘in time, as they seek, men discover better.’ The remark has been understood in different ways but is usually read as a rejection of the view of the gods as the givers of all good things and an expression of faith in the capacity of human beings to make progress through their own efforts. I argue that the ‘hymn (...) to progress’ reading of B 18 is unjustified by any other aspect of Xenophanes’ thought and at odds with his generally dour view of the intelligence and character of his fellow citizens. A detailed analysis of the fragment supports the view that Xenophanes is here rejecting belief in divine revelation through natural signs and affirming the value of historiê or inquiry in the form of travel and direct observation. Fragment B 1 of Parmenides describes a youth’s journey to the house of a goddess who enlightens him as to the nature of all things. The task of translating Parmenides’ Greek text is beset with many difficulties, most notably the phrase kata pant’ atê at B 1.3. There, the neuter accusative plural panta (‘all things’) combines with the feminine nominative singular atê (‘heaven sent blindness’) to render translation impossible. Some have proposed emending the text to read astê (‘down to all (...) cities’), understood in connection with the pathway of divine inspiration. Others reject the emendation in so far as the youth is said at B 1.27 to travel ‘far from the beaten path of men.’ I argue in defense of the reading kata pant’ a<s>tê in so far as references to pathways of inspiration and poetic journeys to the cities of men occur frequently in the poetry of Parmenides’ era. In this paper I show why Norbert Hoerster's plea for atheism is rather unconvincing.

This essay considers the nature of duties incumbent on legislators in virtue of the office itself. I argue that there is no duty for a legislator to enact a criminal law based on morality; there is no duty to incorporate substantive moral conditions into the criminal law; and there is therefore no duty derivable from the nature of the legislative office itself to make conditions of culpability depend on those of moral responsibility. Finally, I argue that the relation between morality (...) and the criminal law is therefore much less direct than assumed in most theories of the criminal law. (shrink)

I argue that in a classical universe, all the events that ever happen are encoded in each of the universe's parts. This conflicts with a statement which is widely believed to lie at the basis of relativity theory: that the events in a space-time region R determine only the events in R's domain of dependence but not those in other space-time regions. I show how, from this understanding, a new prediction method (which I call the &unknown;Smoothness Method&unknown;) can be obtained (...) which allows us to predict future events on the basis of local observational data. Like traditional prediction methods, this method makes use of so-called &unknown;ceteris paribus clauses&unknown;, i.e. assumptions about the unobserved parts of the universe. However, these assumptions are used in a way which enables us to predict the behaviour of open systems with arbitrary accuracy, regardless of the influence of their environment--which has not been achieved by traditional methods. In a sequel to this paper (Schmidt, 1998), I will prove the Uniqueness and Predictability Theorems on which the Smoothness Method is based, and comment in more detail on its mathematical properties. This paper critically examines the predominant arguments that have been proposed either in favour or against non-benefit medical research with human subjects incapable of informed consent. It is argued that none of the arguments succeeds, while acknowledging that such research is necessary.

There are three significant questions which may be asked about the Enlightenment, as about any similar phenomenon: what? whence? and whither? This is a short general survey of this important movement in the history of ideas, which would combine some account of the historical and social background with a closer look at the thought of the more outstanding individuals.
